O curso Despertar-Sebrae no novo ensino médio paranaense: a educação empreendedora e a formação das juventudes

Abstract

This dissertation is part of the Society, Knowledge, and Education research line of the graduate program in education (PPGE) at the state university of western Paraná (Unioeste) in the Francisco Beltrão campus in Paraná, Brazil. This research explores the advancement of entrepreneurial education within the framework of the New Secondary Education in Paraná (NEM – PR), focusing on the Despertar course promoted by the Brazilian Micro and Small Business Support Service (Sebrae) in collaboration with the Paraná State Department of Education (Seed – PR). The research begins with the acknowledgment that entrepreneurship has been integrated into educational policies as a foundation for training young people, largely due to the influence of neoliberal agendas and business interests. Based on this context, the following research questions were identified: What are the objectives of the Despertar-Sebrae course in the context of NEM-PR? How is the Despertar project developed in NEM –PR, and how does it promote entrepreneurship in the education of young people in Paraná? What are the implications of the Despertar course for the education of young people in Paraná? This study employed the historical-dialectical materialism method with a qualitative approach, incorporating documentary analysis and a bibliographic review. The objective was to analyze the Despertar-Sebrae course's entrepreneurial education proposal and its guidelines for educating young people in the context of NEM – PR. To this end, the following specific objectives were listed: to investigate and understand the alignment of the entrepreneurial education proposal with the demands of contemporary capitalism for the education of young people; to identify and analyze the fundamentals and objectives of the Despertar course in the state of Paraná, highlighting the actions undertaken by Sebrae to promote the theme of entrepreneurship in NEM – PR; to analyze the material proposed by Sebrae for the Despertar course in NEM – PR, identifying its implications for youth training. The research contributed to the educational debate by questioning the effects of entrepreneurial pedagogy on the (co)formation of young people, understood in their plurality. The research showed that the Despertar course, promoted by Sebrae, incorporates and disseminates neoliberal entrepreneurial values within public schools, reinforcing the individual responsibility of young people in the face of structural conditions of inequality. The analyzed materials presented an idealized view of entrepreneurship by omitting the difficulties of starting a business. Additionally, the course contributes to the development of an entrepreneurial culture by fostering entrepreneurial skills among young people in Paraná.
