A Comissão Estadual da Verdade e as memórias sobre a ditadura no Oeste e Sudoeste do Paraná

Abstract

The Government of the State of Paraná, by the Law nr. 17.362, of November 27, 2012, created a State Truth Commission (CEV-PR), which purpose was to contribute with the National Truth Commission (CNV) and to examine the serious cases of human rights violations that occurred in the State. Guided by the National Human Rights Plan (PNDH3), which highlights the "right to memory and truth", a series of works were initiated, with a view to understanding many situations of violence, expropriation and silencing of numerous social subjects. In Paraná, several public hearings were held, promoting the hearing of victims, witnesses and relatives of victims of the military-civilian dictatorship that settled in Brazil in the period between 1946 and 1988. The objectives of this research were to analyze the works and final reports of the Paraná State Truth Commission published in 2014 and 2017 - especially those that refer to events that occurred in the west of Paraná - focusing on the conditions of production and uses of the testimonies provided at the Public Hearing of Cascavel - Paraná, and to compare these testimonies with interviews subsequently made with witnesses of this audience by the author of the thesis. In analyzing these narratives, we tried to enter into broader perceptions, linked to the life trajectories narrated in interviews of Oral History of the witnesses/interviewees, relating them to their experiences during the Brazilian civil-military dictatorship. We strived to understand how the relations between past, present and future appear in the narratives contained in the testimonies given and in the interviews constructed, how these memories are worked by the Commission, how the environment of testimonies construction itself influences the construction of the reports, and others. Therefore, we promote a discussion about memory and narrative, the differences between the use of testimonies and Oral History. We addressed the issue of the breadth and limits of second generation testimonies. We also conducted the debate around the social history of memory, analyzing the construction of narratives produced by the same subject throughout different moments of his life.
