A teoria da justiça de John Rawls e a missão do Programa Bolsa Família: o caso das famílias monoparentais femininas no município de Palotina-PR

Abstract

This dissertation consists of a study of the theory of justice present in the work of John Rawls and analysis of public policies that seek to meet the demands of families headed by women in the face of existing inequalities. For this, the Programa Bolsa Família (PBF) – income transfer program to combat poverty and social inequality - was used as public policy for this sector of the population, being the data collected in the city of Palotina - PR. The Brazilian families are in a scenario derived from cultural, social and economic changes, which has resulted in new family arrangements, in the face of which it is necessary the State's concern with the care of these families based on public policies, and the Programa Bolsa Família is an example of this. The main goal of this work is to reflect whether this program approaches the concept of justice discussed in John Rawls's work. This research consists of two moments: a) theoretical reflection of the scientific literature, delimiting concepts, analyzing documents in favor of the discussion about the problematic that involves the scenario of the families headed by women in Brazil before the social inequalities existing in our society; and b) compilation and analysis of data obtained through field research with single-parent families headed by women and beneficiaries of the Programa Bolsa Família (PBF) in the city of Palotina / PR. It is characterized as a qualitative study having as theoretical reference the works on justice theory of John Rawls. After all the theoretical reviews on the concept of justice of John Rawls and on the public policies for families in Brazil, especially the PBF, it was verified that this program approaches the idea of justice of the author in several aspects, but the public policies still need to go a long way in order to achieve a situation of justice for all individuals in society.
