Resumo: | O Estatuto da Cidade, em seu artigo 2º, como primeira diretriz, destaca a “garantia do direito a cidades sustentáveis, entendido como o direito à terra urbana, à moradia, ao saneamento ambiental, à infraestrutura urbana, ao transporte e aos serviços públicos, ao trabalho e ao lazer, para as presentes e futuras gerações” (BRASIL, 2001). Nessa mesma direção, em 2015, a Organização das Nações Unidas propôs os Objetivos de Desenvolvimento Sustentável – ODS. Nesse documento, verifica-se atenção especial, no disposto no Objetivo 11, à necessidade de “tornar as cidades e os assentamentos humanos inclusivos, seguros, resilientes e sustentáveis” (ONU, 2015). Ainda nessa esteira, em 2016, a ONU Habitat publicou a Nova Agenda Urbana, reconhecendo que as cidades são protagonistas em um mundo que se pretende sustentável, sendo parte da solução e não do problema. Esse conjunto de dispositivos reforçam a premência de um território urbano sustentável. Contudo, o que se constata é que os desafios ao alcance da sustentabilidade urbana persistem, mesmo em uma região economicamente pujante cujas cidades são de pequeno e médio porte, como é o caso da Região Oeste do Paraná. O mesmo Estatuto da Cidade preconiza que o planejamento urbano cabe ao poder público. Assim será testada a hipótese de investir no fortalecimento de profissionais que atuem com ordenamento urbano e sustentabilidade, tendo como princípios desse fortalecimento de capital intelectual o desenvolvimento de competências tanto técnicas quanto transversais, utilizando como ferramenta um processo de formação cuja metodologia é uma pedagogia indutiva, voltada à transformação do território e ao desenvolvimento sustentável. Para isso, essa formação deve aportar inovações (técnicas e metodológicas), visão prospectiva, incentivo às parcerias, locus territorial (a cidade inserida no seu território) e deve ser orientada à entrega de produtos, como maneira eficaz e sustentável de incrementar a qualidade de vida da população de uma cidade. O objetivo deste trabalho é, então, analisar se a formação analisada revelou-se ferramenta eficaz para fortalecer o capital intelectual da Região Oeste, valendo-se do desenvolvimento de competências técnicas e transversais para o desenvolvimento sustentável, de forma a contribuir para o preenchimento de lacunas existentes no planejamento urbano dos municípios da Região e, com isso, contribuir, a longo prazo, com a melhoria da qualidade de vida da população oestina e trinacional. |
Abstract: | The City Statute, in its article 2, as the first guideline, highlights the "guarantee of the right to sustainable cities, understood as the right to urban land, housing, environmental sanitation, urban infrastructure, transport and public services, work and leisure, for present and future generations" (BRASIL, 2001). In the same direction, in 2015, the United Nations proposed the Sustainable Development Goals - SDG. In this document, special attention is given, in the provisions of Goal 11, to the need to "make cities and human settlements inclusive, safe, resilient and sustainable" (UN, 2015). Still on this track, in 2016, UN Habitat published the New Urban Agenda, recognizing that cities are protagonists in a world that is intended to be sustainable, being part of the solution and not the problem. This set of devices reinforces the urgency of a sustainable urban territory. However, what we see is that the challenges to achieving urban sustainability persist, even in an economically thriving region whose cities are small and medium-sized, as is the case of the Western Region of Paraná. The same City Statute states that urban planning is the responsibility of the public authorities. Thus, the hypothesis of investing in the strengthening of professionals who work with urban planning and sustainability will be tested, having as principles of this strengthening of intellectual capital thedevelopment of both technical and transversal competencies, using as a tool a training process whose methodology is an inductive pedagogy, aimed at the transformation of the territory and sustainable development. To this end, this training should provide innovations (technical and methodological), prospective vision, incentives to partnerships, territorial locus (the city inserted in its territory) and should be oriented to the delivery of products, as an effective and sustainable way to increase the quality of life of the population of a city. The objective of this work is, then, to analyze if the analyzed training has proven to be an effective tool to strengthen the intellectual capital of the Western Region, making use of the development of technical and transversal skills for sustainable development, in order to contribute to the filling of existing gaps in urban planning in the municipalities of the Region and, with this, contribute, in the long term, with the improvement of the quality of life of the West and Tri-national population. |
