Abstract: Universities have faced significant changes over the years. Initially, they focused solely on &#xD;
teaching, but later, they incorporated research as an essential aspect. However, the increased &#xD;
value of entrepreneurship, globalization, and the need for solutions to social and economic &#xD;
demands forced higher education institutions to adapt their mission to societal transformations, &#xD;
incorporating entrepreneurship through innovation ecosystems. In this context, Entrepreneurial &#xD;
Universities emerged, characterized by partnerships between universities, government, &#xD;
industry, and later, society, and the environment, according to the Triple, Quadruple, and &#xD;
Quintuple Helix models. As these models expanded, rankings emerged that evaluate these &#xD;
universities considering various dimensions. Given the above, this study aimed to analyze the &#xD;
practices of Entrepreneurial Universities that collaborate toward Sustainable Development in &#xD;
Public Higher Education Institutions in the Western Region of Paraná. To address the research &#xD;
problem and meet the related objectives, the methodology adopted was qualitative and &#xD;
descriptive, adopting a multiple case study approach. This approach allowed us to explore how &#xD;
these universities align their practices with the Sustainable Development Goals (SDGs). The &#xD;
results revealed that the entrepreneurial universities analyzed play fundamental roles in &#xD;
strengthening regional and sustainable development. Through initiatives such as incubators, &#xD;
technology parks, junior companies, and outreach projects, these institutions have promoted &#xD;
innovation, social inclusion, and environmental preservation. Furthermore, some structural and &#xD;
cultural challenges were identified, addressed with strategies that integrate academia, the &#xD;
market, and society. It is noteworthy that the practices analyzed reflect alignment with the &#xD;
evolutionary Quintuple Helix model, which incorporates sustainability as a driving force for &#xD;
regional progress. Therefore, the study also suggests improvements through guidelines &#xD;
reinforcing the positive impact of these institutions on achieving the SDGs.

Abstract: This dissertation investigates the potential and challenges of sustainable tourism in the &#xD;
municipality of Céu Azul, Paraná, in accordance with the guidelines of Brazil’s National &#xD;
Tourism Plan 2024–2027. Situated in a strategic location within the surroundings of Iguaçu &#xD;
National Park, the municipality encompasses notable natural and cultural resources that remain &#xD;
underexplored, yet hold significant capacity to foster economic, social, and environmental &#xD;
development. This applied research adopts a mixed-methods approach, predominantly &#xD;
qualitative, with an exploratory-descriptive design. The methodological procedures included a &#xD;
literature review, documentary analysis, semi-structured interviews with local public managers &#xD;
and entrepreneurs, community surveys, and participatory diagnostic activities. The &#xD;
triangulation of methods enabled comprehensive mapping of local attractions, assessment of &#xD;
tourism impacts, analysis of public policies, and identification of social perceptions regarding &#xD;
tourism development. The findings demonstrate substantial constraints on the advancement of &#xD;
sustainable tourism in Céu Azul, including limited infrastructure, absence of strategic planning, &#xD;
insufficient professional training, and weaknesses in local governance structures. Nonetheless, &#xD;
the results also reveal significant opportunities related to biodiversity conservation, cultural &#xD;
identity enhancement, and regional tourism integration. Theoretically, this study deepens the &#xD;
understanding of sustainable tourism development in small municipalities a topic still &#xD;
underrepresented in the literature and proposes a conceptual model that integrates strategic &#xD;
planning, public governance, and environmental sustainability. Practically, it presents &#xD;
applicable strategies aligned with the axes of the National Tourism Plan regulation, &#xD;
qualification, and promotion including the establishment of a Municipal Sustainable Tourism &#xD;
Plan, institutional strengthening, capacity building for managers and entrepreneurs, and &#xD;
participatory governance mechanisms. These strategies outline a replicable management &#xD;
framework for municipalities with similar characteristics. It is concluded that sustainable &#xD;
tourism can serve as an effective driver of local development in Céu Azul, provided that it is &#xD;
supported by integrated public policies, community participation, and continuous strategic &#xD;
planning. This research therefore contributes both to theoretical advancement in the field and &#xD;
to practical improvements in public tourism governance.

Abstract: The creation of organizations aimed at sustainable development in Brazil has been marked by &#xD;
initiatives which to integrate socio-environmental actions and socio-ecological learning &#xD;
processes. In the Western region of Paraná, there is an example of this, where environmental &#xD;
and economic challenges culminated in the establishment of the Sustainable Economic &#xD;
Development Coordination of Cascavel (CODESC), which activities have served as key &#xD;
pillars in promoting municipal sustainable development. From its beginning as a Committee &#xD;
to its current structure as a Coordination body, the trajectory of this organization – which &#xD;
brings together business, political, and civil society leaders with the goal of envisioning the &#xD;
future of Cascavel, aligns with the assumptions of Transition Management (TM), an approach &#xD;
considered innovative for the governance of complex social systems. Based on systems &#xD;
theory, TM was created to address persistent problems in developing societies. In this regard, &#xD;
considering TM’s assumptions—such as its structure across strategic, tactical, operational, &#xD;
and reflexive governance activities, concepts like transition arenas, and the multi-level &#xD;
perspective—this research was developed with the aim of analyzing CODESC’s structural and &#xD;
operational model against TM’s assumptions, in order to identify intersections and &#xD;
contributions that may strengthen and expand the theoretical basis of the actions carried out &#xD;
by this Coordination body. In order to support the research analysis, a mixed-methods &#xD;
approach was adopted, involving the use of diverse data collection and techniques such as &#xD;
Documentary Analysis, Semi-structured Interviews, Questionnaires, and Participant &#xD;
Observation, supported by a bibliometric study that identified the main references in the field &#xD;
of TM and its theoretical development. The findings in the study and a comparative &#xD;
theoretical-practical analysis point out to, similarities identified between CODESC’s &#xD;
evolution and TM’s assumptions. Based on the results, it is considered that, this study may &#xD;
contribute to new implementations of transition management for sustainability in Brazil, &#xD;
highlighting the relevance of this approach in creating sustainable models and adaptive &#xD;
governance to face complex long-term challenges, as well as offering suggestions for future &#xD;
research on the subject.

Abstract: This study aimed to diagnose the influence of strategic planning on &#xD;
organizational culture and the development of Ostensive Policing activities within the &#xD;
Military Police of Paraná. Method: The research used a deductive approach, &#xD;
combined with bibliographic research. Data collection was conducted through &#xD;
secondary means, based on internal regulations that established and reviewed the &#xD;
Corporation's strategic plan, which were developed using management tools &#xD;
(PESTEL, SWOT, Balanced Scorecard (BSC), OKR (Objectives and Key Results), &#xD;
online questionnaires, with problem surveys, and management analysis that resulted &#xD;
in the strategic map of PMPR. Results: Comparative studies showed that the &#xD;
corporation recognizes the importance of Strategic Planning and has intensified its &#xD;
internal dissemination. However, due to recent changes, communication difficulties &#xD;
were noted between hierarchical levels, as well as a lack of resources scarcity and a &#xD;
perceived gap between strategic formulation and practical execution, requiring a &#xD;
reduction in time to achieve the objectives. Still, it is highlighted that there was no &#xD;
understanding in the organizational culture that the individual work of each police &#xD;
officer contributes to the achievement of the established goals, making constant &#xD;
monitoring necessary. Contributions: The study expands the field of research in &#xD;
strategic management applied to public safety, revealing critical variables for the &#xD;
effectiveness of strategic planning in hierarchical and military organizations. It also &#xD;
provides practical support for PMPR managers, indicating pathways for greater &#xD;
integration between command and execution, improvement of internal &#xD;
communication, and strengthening of the organizational culture aimed at fulfilling &#xD;
institutional goal.
