The central objective of this research is to carry out an analysis of the program's data within the mentioned period and based on this analysis, seek to understand the beneficiaries, with the following central question: Did PROUNI democratize access to higher education or stimulate the expansion of private higher education institutions? To this end, during the research we will analyze the program since its creation through a Provisional Measure and its changes over the years, after which we will demonstrate, through the data collected, offered by the government, the number of scholarships offered, specifying by modality, race , gender, region and type of scholarship, we will also bring the twenty courses with the highest number of scholarships offered per five-year period (2005, 2010, 2015 and 2020) and finally we will demonstrate the government's tax expenditure on the program, considering that its existence is through tax exemptions granted to private higher education institutions, that is, we will verify in practice during the research how much public coffers effectively stopped making profits to maintain the program. Starting from the presentation of the data, we can then analyze the whole and seek understanding for all those benefiting from the program, whether they are scholarship holders or institutions. These statements addressed the processes of meaning production in relation to the ongoing pandemic. Using the theoretical framework of French-oriented discourse analysis, we sought to identify discursive regularities, traces of discursive memory and contradictions in these statements. Additionally, we investigated the extent to which these discourses serve as a privileged 'place' for understanding how subjects organise themselves within power relations through discourse. The study draws on the work of authors Pêcheux (1988, 2008, 2014), Orlandi (1987, 1999, 2005), Mariani (1996, 1998, 2007), Daltoé (2024), Indursky (1999, 2011, 2020), and Petri and Venturini (2021), who support the idea that political discourse is permeated by divisions in meaning when considering the historical, ideological and social position of the speaker. Our analysis suggests that, as utterances inscribed in certain discursive formations, Bolsonaro's pronouncements present slips and fissures that are inherent to the functioning of language. This allows for the production of meanings that are not entirely controlled by the subject. As Pêcheux (1988) pointed out, 'there is no ritual without flaws'; even gestures of enunciation marked by authority and attempts at stabilisation produce contradiction, establishing the possibility of displacements, resistances and reinterpretations. Thus, the so-called 'flaws' designate the way in which discourse escapes the subject and creates spaces for the construction of new meanings. In this way, this thesis contributes to reflection on political discourse in times of crisis by addressing the dynamics of power and the discursive functions mobilised during the pandemic. These are traversed by contradictions, displacements and effects of meaning that sustain certain ideological positions. However, her productions reflect much more than the artist’s thoughts; interwoven with her life journey, her pictorial and written works are able to tell the story of her painful and challenging life, of the time she lived through, including the Mexican Revolution and her social circle, sharing with the reader insights into her family, relationships, and friends. Born, raised, and deceased in Mexico, Frida immortalized in her artworks the darkest and most profound moments of her existence. Since childhood—marked by jealousy, passions, and illnesses—she transformed her own body into an artistic language, using the paintbrush as an extension of her subjectivity. Through her artistic production, it is possible to follow the emotions that overflow from her lived experiences and materialize into intense images, laden with pain, desire, and identity affirmation. This research, based on the biography written by Hayden Herrera, The Diary of Frida Kahlo (with introduction and adaptation by Carlos Fuentes and Sarah M. Lowe), the autobiography Frida Kahlo by Rauda Jamís, as well as critical studies on her work and trajectory, seeks to understand how the artist translated her life into art. The aim is to identify, in the writings and images that compose her creative universe, the episodes that inspired her paintings, revealing how Frida, by painting her pain and anguish, established herself as one of the greatest figures in 20th-century art. Grounded in French Discourse Analysis, particularly in the works of Pêcheux, Orlandi, and Mariani, the study investigates how journalistic discourse contributes to the constitution of subject-positions and to the production of truth effects regarding the political actors in dispute. The corpus comprises seven editions of the newspaper, from which front-page headlines and their complementary elements—subheadings, excerpts from the first page, and passages from internal articles—were selected as signifying materialities that orient interpretive gestures and sustain the stabilization of meanings about Lula and, by extension, his opponent, Bolsonaro. The analysis considers the functioning of discursive memory, imaginary formations, and strategies of silencing and selection that regulate the organization and circulation of certain utterances. The aim is to understand how the newspaper updates historically constituted meanings and contributes to the signification of political subjects. Furthermore, the dissertation discusses the ideological functioning of journalistic discourse as an enunciative practice that presents itself as neutral, objective, and informative, yet actively participates in the political dispute.
