Abstract: The incorporation of Digital Information and Communication Technologies (DICTs) into the educational context has expanded the possibilities for instructional mediation, particularly in the teaching of content that requires spatial visualization and contextualization. Among these technologies, Virtual Reality (VR) stands out, as it enables immersive experiences capable of bringing students closer to phenomena that are hardly accessible within the traditional school environment. In Geography education, this discussion becomes especially relevant due to the abstract nature of certain contents and the need for strategies that promote spatial understanding in the
early years of Elementary Education. In this context, the present study is delimited to the analysis of the use of VR as a resource for instructional mediation in the teaching of Geography to 5th-grade students in public schools within the municipal education system of Foz do Iguaçu. The general objective of the study was to examine the influence of VR usage on the academic performance of 5th-grade students in Geography learning. To this end, the research adopted a quantitative approach, with an experimental design characterized as between-subjects in Experiment 1 and a longitudinal follow-up design, specifically within-subjects, in Experiment 2. The participants were students from municipal public schools in Foz do Iguaçu, organized into a control group and a treatment group. The control group attended a dialogic expository class without immersive technological support, whereas the treatment group participated in a similar class associated with the use of a 360º VR video, viewed through a low-cost smartphone-based device. Learning outcomes were measured
through assessment instruments applied after the interventions, in addition to a perception questionnaire administered to the treatment group. Data were analyzed using descriptive statistics and non-parametric statistical tests. The results of Experiment 1 revealed a statistically significant difference between the control and treatment groups, indicating an association between improved student performance and the VR-based intervention. In Experiment 2, descriptive results indicated the maintenance of central tendency measures and stability in the performance of the treatment group over the analyzed period, suggesting evidence of learning retention.
Furthermore, students reported high levels of satisfaction, attention, and interest in repeating the immersive experience. The findings indicate that VR, when integrated into pedagogical planning and supported by effective teacher mediation, can serve as a relevant instructional tool for Geography education, fostering more contextualized, interactive, and visually meaningful learning experiences.

Abstract: Organizational routines constitute an important element for understanding how organizations function, as they enable the examination of how formal instruments are interpreted and enacted by organizational actors during task execution. Although there is an expectation of alignment
between what is formally established and its day-to-day enactment, the literature recognizes that variations are inherent to the dynamics of organizational routines, since different individuals interpret and perform activities in different ways over time. In the public sector, this
discussion becomes particularly relevant due to the presence of complex organizational structures and highly regulated environments. In this context, public higher education institutions exhibit characteristics that make them particularly suitable for analysis from the perspective of organizational routine theory, such as budget instability, regulatory changes, interdependence among organizational units, and structural fragmentation. These characteristics make it possible to understand how routines respond to situations involving resource constraints, shifting institutional priorities, and the continuous need for adaptation. Among the various routines that sustain the functioning of these institutions, public procurement and contracting stand out. Accordingly, this study aimed to analyze the organizational routine of procurement and contracting planning at a Brazilian federal university. The research was structured into three scientific articles and adopted a qualitative approach, using data triangulation as a methodological strategy to enhance the understanding of the investigated phenomenon. Data were collected through interviews, document analysis, and participant observation at the Federal University for Latin American Integration (UNILA). The first article, developed through a systematic literature review, identified the main problems affecting public procurement and contracting processes and systematized the solutions proposed in the literature to mitigate them. The second article examined the organizational
planning routine by identifying the misalignments between its ostensive and performative aspects and the factors contributing to their reproduction. Finally, the third article proposed improvement actions aimed at mitigating the identified misalignments. The findings revealed
discrepancies between what is prescribed in formal regulations and the way tasks are actually performed, indicating that routine enactment is continuously shaped by adaptations and variations arising from organizational context conditions. The results also showed that, although
formal rules play an important role in guiding organizational activities, they are not sufficient to ensure the standardization and stability of organizational routines. The main contribution of this research lies in extending the application of organizational routine theory to the context of public procurement, providing a deeper understanding of how routines emerge, adapt, and are enacted in highly regulated environments.

Abstract: This dissertation analyzed the maturity level of soft skills in the management activities of a branch customer service and operations manager at a credit cooperative, focusing on Sicredi Vanguarda PR/SP/RJ. The study assumes that, in a context of economic and technological transformations, behavioral competencies – such as communication, leadership, empathy, adaptability, and conflict resolution – are fundamental to managerial performance, complementing technical skills (hard skills).
The research question proposed was: what is the maturity level of these behavioral skills (soft skills) in the performance of branch customer service and operations managers at a credit cooperative? To this end, the general objective defined was: to
analyze the maturity level of soft skills in the management activities of a branch customer service and operations manager at a credit cooperative, and, specifically, to identify the competencies considered important in the literature, identify those required
by the cooperative, analyze those effectively mobilized by the managers, and discuss the maturity level of the competencies. The justification for this study lies in the growing appreciation of soft skills in the job market, especially in cooperative organizations, whose principles of cooperation and humanized service demand managers with strong interpersonal skills. A lack of studies applied to credit cooperatives was observed, which lends theoretical and practical relevance to this investigation. Regarding methodology, the research was applied in nature, with a quantitative approach and descriptive character. A survey was conducted with 90 customer service and operations managers from the cooperative, using a structured questionnaire based on a 10-point scale, adapted from a validated instrument. The data were processed using the Statistical Package for the Social Sciences (PSPP) software, employing descriptive statistics (mean, median, mode, standard deviation, variance, and range) to analyze the 20 selected soft skills. The analysis of the results revealed that, in general, the soft skills presented a medium to high level of maturity among the managers. The competencies Punctuality, Teamwork, Empathy, and Proactivity obtained the highest average scores, indicating good consolidation. In contrast, Creativity, Entrepreneurship, and Emotional Intelligence presented the lowest average scores and the greatest dispersion, signaling critical areas that require development. The comparative analysis by state showed that Rio de Janeiro obtained the best performance, followed by São Paulo, while Paraná presented the greatest gaps, especially in creative and emotional competencies. Factors such as time in the role and team size also influenced perceptions of mastery. Furthermore, the research reinforced how important soft skills are for managerial effectiveness in the cooperative credit context, but highlighted disparities in the degree of maturity between
competencies and states. Therefore, the implementation of customized development programs is recommended, focusing on the skills identified as weak (especially Creativity, Entrepreneurship, and Emotional Intelligence), and the adoption of
competency-based management policies aligned with the organizational strategy. This study aims to contribute to the academic field by offering a specific empirical analysisof the sector and providing practical support for the training and continuous improvement of managers, aiming at improving individual and organizational performance.

Abstract: The growing demand for more efficient and citizen-oriented public services highlighted the need to assess the quality of municipal tax services, particularly in light of the expanded use of information systems. In this context, the study assessed
the quality of services provided by the Municipal Finance and Budget Department of Foz do Iguaçu from the users’ perspective, using the SERVQUAL scale. The research adopted a descriptive-exploratory approach with quantitative analysis,
based on structured questionnaires applied to users of municipal financial services. The sample consisted of respondents selected through convenience sampling, covering different service usage profiles and levels of interaction with the digital
systems offered by the Department. The collected data were subjected to descriptive and inferential statistical analyses, enabling the measurement of quality gaps between users’ expectations and perceptions across the five SERVQUAL
dimensions: tangibility, reliability, responsiveness, assurance, and empathy. The results revealed negative gaps in all evaluated dimensions, indicating that users’ perceptions were below both the minimum expected and the desired ideal levels. The most significant gaps were identified in responsiveness and tangibility, particularly regarding service agility, clarity of information, system usability, and technological infrastructure. The findings provided relevant evidence to support improvements in
municipal public management, guiding actions aimed at enhancing service quality and strengthening the relationship between tax administration and citizens, in addition to contributing to future academic studies in the context of municipal public administration.
